Two-day Collector Conference begins under the chairmanship of Chief Minister Shri Vishnu Dev Sai

Raipur >>Chief Minister Vishnu Dev Sai, while addressing a two-day Collector Conference today at the New Circuit House in the capital Raipur, said that efforts have been made in the last nine months to enhance the state in line with the assurances of the honorable Prime Minister Narendra Modi, but we all need to work even harder to realize the vision of a developed Chhattisgarh. He instructed the collectors to implement government schemes with full transparency so that their benefits reach the last person in society.

The Chief Minister emphasized that all flagship schemes should be executed keeping the saturation goal in mind. He expressed strong displeasure over the mistreatment of the general public and school students by government officials in some districts. He urged that officials should listen to public grievances with full sensitivity and resolve them promptly. The Chief Minister stressed that the language and tone of officials and employees must be courteous. He advised collectors to communicate with the public in a restrained manner and take strict action if subordinates do not maintain proper language discipline.

The Chief Minister also said that local issues should be resolved at the local level so that people do not have to come to the capital for small problems. The district administration should ensure this. Effective steps should be taken for the quick resolution of public issues brought to attention by public representatives.

During the review of the revenue department, the Chief Minister stated that this department has more dealings with the general public and farmers. He said that timely resolution of revenue cases without unnecessary delays enhances the image of the government and administration. He directed the officials to address minor land-related issues and errors of the public with full sensitivity within the set time frame.

The Chief Minister expressed dissatisfaction over the slow pace of revenue case resolutions in the districts of Sarangarh-Bilaigarh, Bastar, and Khairagarh-Chuikhadan-Gandai. He gathered information from district collectors regarding undisputed and disputed land transfers, division of accounts, demarcation, error correction, diversion, unsurveyed villages, and map corrections.

The Chief Minister pointed out that districts where progress in resolving revenue cases is less than 70% need to pay more attention to this matter. Cases of disputed land partition should not remain pending for more than six months, and demarcation cases should also be resolved swiftly. He instructed all commissioners to regularly visit their subordinate districts and review the status of revenue cases.

The Chief Minister mentioned that under the PM Awas Yojana, the Prime Minister has recently approved 8,46,931 houses for Chhattisgarh. The work on PM Awas had significantly lagged during the previous government. This work is now a top priority, and we need to work on it swiftly. In addition, around 47,000 homeless families identified by us will also receive houses under the Chief Minister Housing Scheme. We need to work diligently on this as well.

The Chief Minister highlighted the ongoing Swachh Bharat survey and emphasized that Chhattisgarh’s villages and gram panchayats must meet all the criteria of the cleanliness survey. He also stated that MGNREGA is the best means of generating employment, and it should be used to create useful infrastructure in rural areas. He expressed dissatisfaction with the low number of person-days generated under MGNREGA in Bastar and instructed collectors to promote self-help groups and focus on training and bank linkages in rural areas.

The Chief Minister directed officials to conduct extensive inspections of panchayats and resolve their issues. He emphasized speeding up the construction of houses under the Pradhan Mantri Awas Yojana, as this is a top priority for the government. On 15th September, the first installment will be released by the Prime Minister.

The Chief Minister reviewed the implementation of the Pradhan Mantri Vishwakarma Kaushal Vikas Yojana and expressed displeasure over the lack of progress in Khairagarh, Sarangarh, Sakti, and Raigarh districts, stating that this situation is not acceptable.

During the review of health services, the Chief Minister urged effective measures for the prevention of kidney disease in Supabeda, Gariaband district, and suggested bringing in specialists from Delhi if needed. He directed the implementation of the Pradhan Mantri National Dialysis Program in all districts, ensuring patients benefit from it. He also instructed that 100% Ayushman registrations be completed in the next six months and that PM Jan Aushadhi centers be properly operated. The Chief Minister reviewed the work being done for TB elimination and praised Raipur and Bilaspur districts for their progress, urging other districts to expedite their efforts in the TB elimination program.

In the review of the education department, the Chief Minister expressed displeasure over delays in the distribution of bicycles under the Saraswati Cycle Scheme in some districts. He made it clear that the distribution of bicycles should be ensured at the beginning of the academic session. In view of the lack of bicycle distribution in Sukma and Balrampur districts, he stated that such negligence will not be tolerated.

During the review of the Tribal Development Department, the Chief Minister emphasized ensuring 100% benefits to the beneficiaries under the Pradhan Mantri Jan Man Yojana. He stressed the need for improvement in the work related to forest rights pattas in Kabirdham district and directed speedy completion of digitization in districts where it is less than 80%. He also focused on improving the conditions of hostels and ashrams and instructed collectors to personally inspect them, ensuring that meals are provided as per the menu.

During the review of the Women and Child Development Department, the Chief Minister described the Mahatari Vandan Yojana as an ambitious scheme of the government. He said that no eligible woman should be left out of this scheme and called for speeding up the implementation of the PM Matru Vandan Yojana. The Chief Minister emphasized that eradicating malnutrition from Chhattisgarh should be a common goal, and the department needs to make special efforts in this direction. The Chief Secretary Amitabh Jain, Additional Chief Secretary Manoj Pingua, Secretary of the General Administration Department Anbalagan P., Chief Minister’s Secretaries Rahul Bhagat and P. Dayanand, as well as all division commissioners, collectors of all districts, CEOs of district panchayats, and commissioners of municipal corporations were present at the conference.
