Key Decisions Taken in Chhattisgarh Cabinet Meeting Chaired by CM Vishnu Deo Sai
Raipur, February 2025 – Several crucial decisions were made today in the cabinet meeting held at the Mahanadi Bhavan Ministry under the chairmanship of Chief Minister Shri Vishnu Deo Sai.
Major Decisions of the Cabinet Meeting:
- The cabinet approved the draft of the Chhattisgarh Appropriation Bill-2025 for presentation in the Legislative Assembly regarding the third supplementary estimate for the financial year 2024-25.
- The draft of the Chhattisgarh Appropriation Bill-2025 for the budget estimate of 2025-26 was also approved for presentation in the Assembly.
- To ensure the availability of advanced and high-quality seeds for farmers in the state, the cabinet decided to expand the list of exempted institutions under Rule 4 of the Chhattisgarh State Procurement Rules-2002. Under this:
- The first priority for seed procurement will be given to the State Seed Corporation, which will acquire seeds from registered seed-producing farmers in the state.
- If further procurement is needed, the supply will be fulfilled through state seed-producing cooperative societies, seed production enterprises under the central and state governments, NAFED, Madhya Pradesh Seed Federation, and other institutions empaneled under various central government schemes. The institution or agency offering the lowest price in response to the Seed Corporation’s offer letter will be selected.
- The draft of the Chhattisgarh Democracy Fighters Honor Bill-2025 was approved.
- The cabinet approved the Governor’s address for the sixth Legislative Assembly’s fifth session (February-March 2025).
- An additional government guarantee amount of ₹3,300 crore was approved for the Chhattisgarh State Marketing Federation to clear pending payments to farmers for paddy procured at minimum support price (MSP) for the Kharif marketing year 2024-25.
- The cabinet approved the draft of the Indian Stamp Act-1899 (Chhattisgarh Amendment) Bill-2025, which determines stamp duty rates on bank guarantee-related documents.
- A decision was made to create additional posts to grant in-situ (non-functional) promotions to officers of the Indian Forest Service (IFS) Chhattisgarh cadre, who have completed 30 years of qualifying service (from the 1992 to 1994 batches). These officers, currently posted as Additional Principal Chief Conservators of Forests (APCCF), will now be granted pay scales equivalent to the Principal Chief Conservator of Forests (PCCF).
